County Administrative Board of Skåne is looking for Nature Conservation Officers

The County Administrative Board of Skåne is a government authority at the regional level responsible for state administration in the county. We work to ensure that national goals are realized in the county based on regional conditions. Within our assignments, we provide advice, permits, supervision, plans, and strategies. We manage natural areas and distribute financial support. We collaborate with stakeholders throughout the county.

We have approximately 600 employees and offices in Malmö and Kristianstad.

Description

The County Administrative Board of Skåne is seeking 2-4 Nature Conservation Officers for the Nature Assessment Unit in the Department of Nature and Water.

At least one of the positions is a permanent position, and the others are fixed-term positions for 6 months, with a possibility of extension. All positions are based at our office in Malmö, but cover the entire Skåne region. For permanent positions, we apply a six-month probationary period. Start date is March 1 or by agreement.

Responsibilities

You will handle cases related to permits and exemptions concerning species and area protection, as well as notifications regarding consultations for impacts on the natural environment. You will have significant responsibility for investigations, assessments, and decisions, but will be part of a good work team with many knowledgeable and experienced colleagues to consult with. Other tasks typical for Nature Conservation Officers may also be included.

Qualifications

The County Administrative Board strives to have employees with diverse characteristics, conditions, and life experiences. It is the interplay between employees' differences and similarities that constitutes one of the County Administrative Board's success factors.

We are looking for someone with a scientific university degree in biology, environmental science, or equivalent with a focus on nature conservation and ecology. You need to be able to evaluate various inventories, environmental assessments, and other documentation regarding impacts on species, natural environments, and landscapes. You should also be knowledgeable in applicable parts of environmental law. Experience in applying legislation, preferably as a case officer in public administration, is an advantage, but you may also have worked with these issues in other ways, such as in the consulting industry. You also need to have good computer skills and be able to use GIS support. Knowledge and experience in administrative law is a merit. A driving license (B) is required.

You need to be able to make assessments and write well-reasoned decisions. Efficiency and legal certainty are key principles in your handling of cases. The work also involves a lot of contact with service providers, the public, authorities, and municipalities, so your communication skills are important for conveying decisions and messages.

As a case officer with us, you take great responsibility for your own work, so it is important that you enjoy working independently. The handling of cases is also benefited by collaboration with others, and you therefore need to have good collaborative skills and enjoy discussing different perspectives with your colleagues.

Security Classification

The County Administrative Board has an important coordinating role during societal disturbances, and therefore we set high demands on our employees' security and confidentiality awareness. Some of our positions are security classified and may also involve a military placement at the authority, which means that a security review must be conducted before a hiring decision is made. In some cases, Swedish citizenship is required in accordance with the Security Protection Act (2018:585).
